Can water users drown NV?

Some guys like Tobirama don't need a source of water to use jutsu. Couldn't they just flood the planet if they wanted to? Even if the water evaporates, it'll never leave the planet's system. They are existential threats to NV.

They could if they possess infinite amounts of chakra and could all create water of out thin air like Tobirama, which would need them having the finest chakra along with suiton affinity of that caliber. But I think as long as they would be near a water source, they would meet the prerequisites for that to be even possible, if having surfeit chakra amounts alone should do it.

Well Kaguya once used great TSB (water + wind + fire + lightning + earth + yin + yang ) that could make a new dimension ; I’m pretty sure it was harder than drowning the Earth using water :elmo:
Put enough chakra into it and everything is possible

The water still remains in the system though. The process doesn't haven't to happen all at once. Just like Sakura slowly accumulates chakra to her Yin seal, they could do this over the course of decades or centuries

Are people forgetting how water flows? It'll get absorbed long before flooding anything. Another point is once the chakra is spent the water is gone.
