What do you mean by Prime Kage? Like, when he was young and still not a Kage or at the beginning when he became a Kage? I think she could defeat part 1 Gaara who's now the Kazekage, and also Prime Hiruzen high difficulty.

Pain is just a sub in here, but look closely. Pain (Nagato) got defeated by talk and strength. Something a Namikaze could easily handle. So therefore, (No overpowering) Minato > (Pain >) Tsunade.

I can make sum a few things up to make it possible that even Ay, Gaara (maybe) can defeat Tsunade (high diff.)

Pain can defeat every single kage ( except Hashirama ) so Idon't see your point.

Anyway, she defeats every featless Kage, Hiruzen, 4th Kazekage, Mei and probably Ay.

she definitely beats Mei (she tanked Madara's katon so Mei's ninjutsus aren't doing crap to her) and she stands a good chance against Ay due to superior DC / good reaction time / superior stamina and durability feats

though I admit Gaara and Ohnoki can beat her due to flying

As so she lacks the yin Seal then. Since this is prime Tsunade. But according to jiraiya she was untouchable in combat.. so with all the poison crap and etc.. i'm gonna go with Tsunade.

But personally she would start losing to the second generation Kages and then inevitably lose to the first generation Kages.

- Mei.
- Ay.
- 4th Kazekage.
- 3rd Kazekage.
- Old Hiruzen (so yeah, not prime Hiruzen, but its still a kage).
- Danzo (if you consider him a kage, no KA obv).

So Gaara, Ay, Onoki, 3rd & 4th Kazekage, Tobirama, Minato, Hashirama, 2nd Mizukage, Muu, Hiruzen and 3rd Raikage. All these kage have some feats. Out of all of these she might beat 4th kazekage.
