Can Tsukuyomi Kill People?

Back in Part One, both Kakashi and Kisame implied that if Itachi wanted to he could've used Tsukuyomi to kill Kakashi then and there however the Databook seems to refute that.

We never really got to see it in Shippuden but do you think if Itachi used it on somebody it would kill them?​

Deidara wasn't going to die via genjutsu , he was going to die via his own bombs.

Kuranai wasnt going to die as her genjutsu dosen't kill.

Kakashi was surprised himself that Itachi didn't use Tsukuymi to Kill rather put him in a Coma.
