Can it block of force of Shinra Tensei? Yes, Madara's TSB shield was able to completely block the force of one of the first steps of EE and Obito was able to withstand the shockwave of the 4 Juubidama. It depends on the power put into the ST though.

Shinra Tensei is gravity. So no, it can't. But it will easily block it. There's no ST by anyone that is stronger than 4 combined Bijuudama's from the Juubi's Jinchuriki, so it won't damage the TSB's at all really.
