Totsuka can't seal the Earth because the Earth doesn't have a soul. The people that say that are f*cking stupid. The Juubi barely had a scratch on itself when it tanked it's own TBB, I doubt the TB could pierce it's skin.

1st question : yes, the user uses a small amount of chakra to preform the seal.

2nd question : nope, the strongest sealing jutsu's are extremely difficult to perform (for example the bijuu sealing jutsu's :the requirements are more like a three days ritual/ an unborn child, basically it depends on the type/level of the jutsu). as far as i remember, they are ranked based on the amount of chakra it can seal but that has nothing to do with the user's chakra.

of course i could be wrong about the second answer BUT ..... hope it helped.

it has already sealed Orochimaru's ninjutsu Nagato's soul and the lifeless body of a fodder
so I think it's safe to say that it can seal anything or at least almost anything
