Can Tobirama teleport with and without seals?

I can show you two scans in the manga where he used FTG without any seals being shown... He might not be able to use it without seals, but don't state for a ''FACT'' that you know

When you can show me a scan that confirms with some kind of statement that he can teleport wherever he wants via Flying Thunder God despite the technique already being confirmed to need markings multiple times in the manga. Then you can say Tobirama can warp without markings.

FTG doesnt work with out seal if you look closely you will find the mysteries behind. Minato also said FTG is not a complete jutsu. The only one who can use FTG without seal and has perfected the jutsu is naruto.

Why would Tobirama mark Obito if he doesn't need seals? It makes no sense, he needs seals to teleport and he probably marked Izuna and the place he teleported to with Obito off panel.
