Yes. Tobirama is an intellectual like Orochimaru. He can just take a bit of DNA and store it for later. I wouldn't be surprised if Orochimaru had DNA from every shinobi in the leaf.

You never know, if he does have him, he might summon him and if Madara still has some consciousness left in Kaguya, it might stir him.
