Well Tobirama was left on the verge of death by Kinkakku and Ginkakku, I'm sure Madara would top them and therefore Tobirama.

By any kind of way to decide this fight, whether it be feats, hype, or portrayal. Madara is on another level. Doesn't go beyond mid diff.

Just like what most people brought out, Madara compared Tobirama's strength peaked to his older peak. So already gives away the difficulty both will have of beating each other. By feats, in order for Tobriama to fight broken like Madara and his brother, is prep conditions with FTG and Edo Tensei. And if you were to reason with Tobirama's Suiton skillset (which in part 1 scales on par with Mei's) you can observe that he is capable of fighting Madara. Just as if you were to observe the Senju vs Uchiha war PROGRESS. Both Madara, Hashirama, and Tobirama has been progressing.

So that said by feats:

-Suiton>=Katon and Susanoo (premise observation-wise )
-FTG pressure and feat exploits I have been reading in NarutoBase = Susanoo
-A direct Edo Tensei explosion = the stress for Perfect Susanoo to be maintained

EMS Madara beat Muu and oonoki

Yet Tobirama nearly died to Kinkaku and Ginkaku, yet got killed off by their forces.

Madara was on par with Hashirama and not Tobirama.

He was on their level, but nowhere means as strong as them.

I think he can with high diff, I think people fail to realize that EMS Madara is not on the same level as Hashirama(no offense to Madara fans). The fact that he needed the Nine tailed fox as well as his own skill set just to fight on par with Hashirama should have made this clear but I guess not.

Anyways the way I see it is Hashirama >> EMS Madara >= Tobirama.
