Can Tobi actually track anyone?

In Narutopedia it says, "He possesses the ability to find others no matter where they are with ease through unknown means."

Is this true? It does seem sort of possible, seeing how he always knows where to go (Minato, Sasuke, Konoha ninjas, Danzo), but I'm not sure. What do you guys think?

But its obviously only living people for sure, seeing that he couldn't find Nagato himself.

he was linked to Black and White Zetsu. I believe he can track someone thru white chakra spores, or he can somehow use black zetsu's ability to track anyone by fusing with the land, then when black zetsu locates the said individual, he sends some kind of beacon or signal to Tobi, who then transports to that location.

I don't think they actually took that long. They always knew where to find them.

1. does he know his way around and could he know how to track people. that is very possible it just has never been stated.

2. regarding dead people Konan may have protected the grave somehow that we dont know about and maybe thats why tobi couldn't find him.

He could just teleport himself here and there and some times he might as well be right about the location.
