Not canon. Even if it were, Tien is still labelled as a human. Just like how a person might have Neanderthal genes but still be Homo Sapiens. Besides, the Daizenshuu where that came from didn't call them the Three-Eyed Clan nor label them an alien race. The French translation of it was "les "trois yeux" ancêtres de Tienshinhan" (The three-eyed ancestors of Tien) and that's
all that was said. Everything else was speculated by Daizen's writers.
Not that it matters, since those guidebooks contradicted canon a lot.
OT: It depends on whether that race has entry into godly territory. Saiyans did through their rituals, but Beerus' race seem thus far to be a "God race", like that of the Kaioshins. Similarly so for Whis, whose "race" is the angels like his father, the Daishinkan. Except of course angels seem to be created, since they don't have definitive life spans and are intrinsically linked to whom they are attending.
