Which characters in Naruto do you think could successfully dodge a bullet from a well trained government sniper?
Let me lay out a scenario- It's a half of a mile, the ninja is unaware what a sniper rifle is and knows nothing of your intent to shoot them, they are standing in an open area and only the sensor ninja are aware of your presence. Can they react to the bullet before it hits them? The shot is silenced.
I would say Madara and Minato are about the only two I could even consider thinking about avoiding it. Yes they would likely hear the bullet once it got close but by the time they heard the bullet it would likely be too late.
