A pure Uchiha can handle it, but they would never bring out it's full power, just like a pure senju would be unable to. There is no real basis to say that they can't because one: Uchiha bodies are not weak and two: nowhere has it shown to strain the body. It is an eye technque, so I would say an Uchiha would be the most suitable choice to wield it's power.

With Edo Teinsei and Senju DNA, the healing factor is off the charts, not to mention the huge charka supply increase with the Senju DNA, he alone would not be able to use it like Nagato.

Senju DNA it's needed to evolve the Sharingan to Rinnengan,it's the final step until now,of the Sharingan.The Uchiha's are the most suitable to use Rinn.

I think the only person who was truly the "master" of the Rinnegan is the Sage himself. Madara may have awakened it, and has showed off some pretty OP techniques such as the meteorite technique, but until we see more, I wouldn't call him the master just yet
