That's an opinion not fact.

It's a fact. Neither Minato or Tobirama have any Sharingans, but they are skilled in S/T techniques. And i have never heard of Sharingans that gives you extra power except Shisui's (Shisui's Sharingan special power is also a genjutsu though which is the speciality of the Sharingan).
