What about the bingo book with all the missing nins, the Hidden Rain, and the cruel way the Hyuuga main branch treats the side branch that Naruto said he would change?

My theory is that in the absence of any power that can measure somebody like Naruto's/Sasuke's, the true war would take place along ideological lines. Perhaps another 'village' alliance dedicated to different ideals. Intellectuals who want to repress technological advancement? This would create grounds for new sorts of disillusion at any rate. Too much peace oftentimes breeds ennui, especially a civilization only 10 years out of a 3-day world war or whatever. Though this is more a problem of Kishi's pacing in the last 200 chapters.
