I don't think it's that easy. What your suggesting is like using two different elements at the same time. A bloodline limit feat. A kkg that no hyuuga has been shown to possess yet. Moreover, combining kkg with regular ninjutsu simultaneously the way you suggest is a feat only the likes of BSM Naruto have shown.

This was a problem for a weaker Neji during the kidomaru fight (older Neji would be rotating to fast that the webs would be bounced to far by the centripetal force to even spin around him) and when facing the ten tails where he stated he wasn't spinning fast enough against the never ending onslaught of wooden projectiles.

If you would look at the rotation fully it is a sphere and not a half sphere.

This is bullshit, sorry bud. The webs slowed down rotation due to their sticky properties. It doesn't matter how much faster Neji could or could not spin, the amount of webs displayed in that scenario would cause the same outcome.
