Can the Byakugan slow down time for the user?

No. Use of the Byakugan does not slow down time. That is only used in the anime just to show perspective.

I thought they could at some point but then i realized that part of the fight wasn't even cannon.

Yes, for the time active, the user can slow down their perception of time. And given that the byakugan can be active for an extended period, its very powerful

It doesn't slow down time. That was just Neji's perspective of how things were going being able to see everything and showing his speed/reflexes.

Granted, this wasn't even canon but it's still an awesome thing to see :)

Its just for the person, besides, byakugan definitely doesn't slow down that much time, its just simply Anime Exaggeration

Well explained as well.

Bascially, the time only flows slower in user's perception which give him chance to send signals through nerves to his parts of body so eariler so it looks like he can react faster to incomming attacks.

It just mind trick used by eyes to fool it's own body to react faster lol

I agree , concentration can make you see more accurately what is happening , that gives you the feeling that time slows down.
Adrenaline helps to concentrate yourself to a point where you have the feeling that time slows down.
That's why you have that feeling in an accident.
That's why Roger Federer , Michael schumacher and Xavier De Le Rue are the best in their sports , they are masters of that state of concentration (and adrenaline addicts) that a normal human almost never felt.

So , it's plausible that Neji has that feeling in your video , but that wouldn't be a Byakugan ability.


Just for clarification , in our world , when you begin moving (you change your speed) , you make a distorsion in the space/time structure around yourself.
When your speed goes up , time slows down for you.

Everybody has the ability to slow down time for himself in our world.
Maybe also in Narutoverse , but that's not a Byakugan ability.
