Can someone with TOO MUCH STRONG mind disturbing jutsu...?

Suppose that Ino (Ino is just an example and don't overfocus on her plz) is the greatest in terms of mind disturbing jutsu. Can she penetrate through someone under a strong genjutsu/Tsukoyomi? and if yes, then would she be able to break that genjutsu?

No she would need the sharingan to breakout of tsukymoi!

Out of a Normal Genjutsu Yes.
But i doubt it if its Tsukuyomi

Tapping someone's shoulder breaks them out of Genjutsu. The issue with Tsukuyomi is that seconds in real-time are days in Tsukuyomi time. So whether she could or couldn't it wouldn't be efficient.
