They only put the residents as kages; Uchihas weren't put for the position because Databooks say Uchiha's eyes are god-given and heavenly eyes; which makes them by default; residents of heaven and not of the leaf.

It's self explanatory, shinobi from another village = conditioning in values of other village. Shinobi from another village has relationships with those from other village. Shinobi from the other village may give privy secrets to other village. Shinobi from other village may compromise the integrity of this village even have split loyalties. The shinobi will never have the full loyalty of the ninja which would sow the seeds of instability in the current village etc. There are too many hurdles to overcome and they can't be overcome.

If Kazekage Gaara didn’t adopt, shikadai would’ve been then 1st. Also Orochimaru did this by starting and leading his own village but it doesn’t belong to any nation so he isn’t a kage.

I think he means Orochimaru’s past. He was brought to the Leaf by Hiruzen when he was young and not born there iirc. Hiruzen was goning to make him Hokage but...you know...the evil psycho thing. Sooooo.....

The Gaara novel pointed out that if Gaara died before producing an heir, then Shikadai would become Kazekage, so I guess the answer is yes.

Not to mention that Kushina originally wanted to be hokage and she was born in a different village. Sarada was also born outside of Konoha and she wants to be hokage, so either a non-native can become kage, or Kushina and Sarada's dreams were doomed from the start.

I believe that a non-native can become kage though (mainly based on the Shikadai thing).

Kushina was from an other village and wanted to become Hokage and it was possible so yes as long you are recognized by the village.
