The ranking is based on /quality/ of mortals, not power. Universes- 1,12,5 & 8 like Oblivion pointed out, are exempt because of their high ranking. Omni king already decided to destroy the low ranked universes prior he was reminded of the tournament. The low ranked Universes are now given the chance to defend their Universe all thanks to Goku lol.

No, they will still partake in the omni-present tournament it's just that they wont be destroyed regardless of loss, victory.

He was talking about average mortal lvl of universes.
When you count every mortal in universe 7 their average mortal lvl is 3.something.
Universe 9 had a little bit less than 2.
Meaning universe 9 had the lowest lvl and universe 7 was second from the bottom.

Which elements are factored in to calculate the average mortal lvl is not fully clear yet.
Only that it is the average of all mortals in a specific universe.

Tbh average mortal lvl doesnt really matter for success in the tournament.
As it is the average of a whole universe. Meaning the average after taking every mortal in that universe into account.
You could just as well have the 10 strongest fighters for the tournament, yet the lowest average mortal lvl for your universe. At least in theory.

From what I understood universe 1 and 12 and 5 and 8 wont be destroyed as they have an average mortal lvl that is higher than 7. On top of that they are exempt from entering (by my knowledge they dont have to enter).

Tbh I would advice not to worry right now about these average mortal lvl classifications.
They might provide more info later on in the series to make more clear what the classifications mean.
Right now we dont even know which elements are factored in to calculate the average mortal lvl.
Is it power lvl? Morals? A combination of things? We dont know.
We only know that it is the average of the mortals in a specific universe.
