[Question] Can someone explain this to me?

There have been many theories about the last chapter. Some people are saying that Lucy has Aquarius water powers to use as she wishes, while others are saying that this is just a temporary power up. Which is it? I doubt Lucy would get powers almost identical to Juvia. However it would make up for her losing Aquarius. What exactly happened to Lucy last chapter?
