There are few things that i didnt understand quite well:
First: Is gedou mazou juubi shell or is it a stone that juubis shell is sealed?
Second: Was Madara mizukage or was he controling mizukage?

2. no it was Obito who was controlling Mizukage..

No. Obito went to control the Mizukage, to demonstrate his power to Kisame, to make him join Akatsuki.

gedo mazou = the juubi shell until all the tailed beasts are in, then the juubi will be unleashed

we don't know for sure, who was controlling yagura but they claimed to be madara n had long hair. from manga i would say it was obito before he decided to take on masks he was controlling mizukage but quite literally this can be taken as being the mizukage
