Why when Tobi had control of Kurama, he didn't keep it safe to be used in the Gedo Mazou. Why would he let it loose over Konoha and risk it being defeated/sealed?

Even if he wanted to destroy konoha, why risk the Kyuubi when Tobi needed it for his Eye of the Moon plan, the way he talks about the plan to naruto makes it out like thats all he is bent on doing. Why on a whim just risk all that to destroy konoha.

He maybe overestimated himself or he wanted to deal damage to the village with it and expected he could steal it some other time again (from the new jinc or from the wild).

I think it was because he was just mad at a system that demanded sacrifice for a collective. And the Leaf happened to represent all that had killed Rin and alienated Kakashi from Obito.
