Can someone answer my question on how jutsus work?

I have a simple question on jutsu.

Is the same jutsu , used by 2 different people, different in strength? Like if sasuke and madara fired a grand fireball at eachother, would it cancel eachother out or would madara win? I always see jutsus cancelling eachother out Naruto like when zabuza and kakashis water dragons collided and cancelled eachother out. Does the users chakra level not make a difference to the power of the jutsu? Does the jutsu have a set power?

it has to do with the amount and power of chakra put into the tech...also with the user's strength

It is based on how much chakra is put into the tech based on chakra control amd level of chakra.Sasuke beat out itachi when the two battled with fire ball jutsu

yeah basically the more powerful you want it to be, the more chakra it needs.
