Depending on what the former Rinnegan can do. The Sharingan can copy the technique, thats why Kakashi could do Rasengan.
He has the potential to do one but it depends on how he can see how the chakra is manipulated when using Chidori or Rasengan.
He could probably do Raikiri, since this an uncontrolled Chidori.
