Can Shisui use tsukuyomi?

He was stated to be the strongest genjutsu user ever, so it would be only right and logical for Shisui to have it, because just Kotoamatsukami alone, imo, is not enough to hold this title. It's very strong, but it's not as versatile as Tsukuyomi and needs a lot of recharging time. Though, maybe Shisui could use KA like once per every day, unlike everyone else, who needed to wait 10 years. Because if Shisui himself had to wait 10 years to use the jutsu, then why would anyone even fear him?

I think Shisui either:

A) could use tsukuyomi and had to wait 10 years to recharge KA.
B) couldn't use tsukuyomi, but was able to use KA once per every day or even more.
C) could use tsukuyomi and was able to use KA once per every day or even more. -- unlikely, because it's too OP.

What do you think?

not tsukuyomi but maybe some very strong genjutsus. KA recharge time was so long probably just because the crow is not the original owner

I think he couldn't use Tsukuyomi, and could definitely use KA more frequently than 10 years, but still not every day.

Maybe he could activate after 5-7 days or maybe a few weeks later. The genjutsu was too op to be used everyday.

I meant that Kakashi had dual Kamui and could still use PS. Shisui had dual KA and yet could still use Susano'o.

Tsukuyomi is unique to Itachi. Every MS technique is unique to every MS user unless they are siblings, in which case they seem to share one (Amaterasu for Sasuke and Itachi).

So no, Shisui didn't have Tsukuyomi.

Of course he should be able to , considering that he had itachi as his anbu partner and best friend.

And i think this long-period recharge only applies to those whom are not pure uchiha in body . But shisui probably mastered KA to the point he never wasted large amounts of his chakra reserves, considering its not a easy jutsu to pull off.

I gave that guy an example that Kakashi could use more than 1 MS ability, because he believed that Shisui can't use more than 1 MS technique due to dual KA in his eyes.

Kotoamatsukami is already a power within both of Shisui's Mangekyo, so he can't have Tsukyomi as users are only limited to one technique per eye.

Tsukyomi is an ability exclusive to Itachi and that's why Itachi is hyped to have genjutsu that alters the perception of time according to Danzo whereas Shisui is known for having the most powerful genjutsu in the manga.

KA in one eye, Tsukuyomi in the other, because MS grants 2 abilities and both eyes are meant to complement each other. And recharging time should apply to the unoriginal owners of dojutsu, Shisui should have been capable of using it twice or three times per day like Itachi.
