Of course it can. It just has to be properly sized to adjust for the level of TBB coming at it. The Almighty Push Pain used on Naruto wouldn't block Tailed Beast Mode Naruto's TBB, but the one that leveled the Leaf Villiage would.

It's basically the same thing here. As long as the force of Almighty Push is greater than that of the TBB, it will tank it. If not, you're f**ked. ^_^
