It can stay in its MS state but it drains alot of chakra. I don't understand what u meant by the other question

Obito can kind of toggle it off and on, why his MS doesn't show when he is actually using it is beyond me. Maybe its a mild form like when Itachi used the Tsukyomi without his MS activated, and then he used his MS to activate a "true" Tsukyomi perhaps? Obito's MS did show when he fused it with the fire style, so maybe there are different levels of a MS ability.

I'd say it can stay in ms state, but Obitos is a different story....

There is no need for constant MS. It drains too much chakra and is only used for MS related techniques and stronger genjutsu.
Everything else is provided by 3 tomoe sharingan.
