nope, it's about having the eyes.

requirements to unlock the Rinnegan : Uchiha + Senju power (Sharingan + Senju DNA).

requirements to summon the Gedo Mazo : the Rinnegan (doesn't matter how you got it).

as long as you have the Rinnegan (transplanted or not) you can summon the Mazo.

You need the rinnegan to summon it... So Senju+Uchiha DNA in one body=rinnegan and from that you can summon the Gedo Mazo.

If you mean from being sealed the answer is no. But if you mean after being synched with it as long they have uchiha power. Madara said obito could do it since he had given him the ability too. So without rinnegan with uchiha senju power yes.
