Well, currently we can't know. They didn't show how madara turned his susanoo into perfect susanoo, so maybe sasuke is able to do it, maybe not.

Madara had one like Sasuke and Itachi's (with the robe on and everything, missing half of its body) and his matured with his age.
You have to remember that Itachi and Sasuke were still young and Itachi couldn't fully use it because its like a time bomb when his eyes will die out.

But Sasuke's eyes won't die out, so yes his will probably become perfect sometime,
