They can serve the same purpose. Obito and madara both used them like chakra recievers. Truth seeking balls can be used for many things e.g bijuu dama rasenshuriken.

The thing is that by origin naruto's rods are made of truth seeking balls while the regular rinnegan rods are made of something else. Since people can touch them just like fukasaku did in your scan.

Fukasaku wasn't a normal character. He was a sage. But I agree your idea is more plausible
