This is obviously a family jutsu (possibly Kinjutsu) handed down from father to son. Sasuke can read all hand signs to copy jutsu, but if there is something other needed (because the Raikages never use hand signs before using this technique) then Sasuke would not be able to replicate this jutsu, Sharingan or not.
