Because of the Reaper Death Seal. Suigetsu even believed that Sasuke could do it. He hung around Orochimaru and he saw the seals that Itachi forced Kabuto.

Besides the fact that Sasuke would never do ET for any reason, there's actually more evidence that could suggest that if he learned the ritual, he could perform the jutsu easily, Madara knew the seals after seeing it and Sasuke saw the seals with his Sharingan on too. So it's not fanfic. More of speculation but not completely fanfic.

Initial Jutsu signs =/= release and I don't think his sharingan wasn't activated when Orochimaru did it. Suigetsu isn't the smartest source and if so sasuke could have just done it there no need for orochimaru

Sasuke could have reanimated the Hokages himself if it were just a case of edo tensei, the reason Orochimaru was required was because the Hokage's were trapped in the death god and Sasuke had no idea how to get them out. Hence why he said there are things only Orochimaru can do even though he had the edo tensei scroll in his hands.

I believe so. That's why I say Sasuke is equal to Naruto, we all forget that this guy is orochimaru V2. He has the best mobility in NV and is extremely versatile
