The move "indras arrow" is that SPECIFIC move involving bijuu chakra. Sure he can do a smaller move but it wouldn't be called indras arrow. Kinda like how you can't call a small rasengan "Cho Oodama Rasengan". its a different move

Absorbs tailed beasts chakra and then uses indras arrow for the first time.

Its a jutsu that requires a lot of chakra, but that doesn't mean he requires the Bijuu in order to use it. He has the Rinnegan ability to absorb chakra, he may be able to absorb a great deal of chakra then use it without the Bijuu.

Maybe when he reaches his prime(30-50 years old) he'll have enough chakra to perform it by himself, maybe then it will be even more powerful than the one he did using the bijuu
