Can Sasuke use/create chakra receivers?

As stated in the title. It is known that the rods are a Rinnegan tech, and from what we've seen, all Rinnegan users can make use of it. Does this mean Sasuke can too? His eye is the Juubi eye, but it's general consensus that he has access to Rinnegan abilities as well as his own expanded arsenal. What do you guys think?

Personally, I believe he can use the rods, although he probably won't need to. This was hinted at when he was able to save Tobirama from Madara's rods without suffering any of their ill side effects.

In the past it was stated that Kokushin is an ability of the Rinnegan and it contains the blood of the user, but that's wrong actually. Obito and Madara could create Kokushin even without the Rinnegan.
I'm sure Kokushin is the result of a simultaneous use of In and Yo~Inyōton=Onmyōton. I think Sasuke could master those Seishitsuhenka like Naruto too.

Madara calls it the rinnegan but it looks like and could very well be the juubi/kaguya eye

every time sasuke used his eye, 3T got disappear by the end of the chap it was a Rinnegan

Drawing errors and Madara never had the tomoe so he assumed it was the Rinnegan. But that's another discussion.
