Yeah it's technically a power represented by the body. And characters whom had that ability Rikudo senjutsu etc etc.

Although the Rinnegan gives him natural affinity for the five basic natures/Yin-Yang, he cannot "make" TSB. The only person (alien) who can do that is Kaguya; and the set of balls are unique to those who have Six Paths Senjutsu.

Ones who gained Six Paths Senjutsu do not have the ability to create them; they have a set amount. Madara evidently knew all there was to know about Six Paths power, and taught Obito as much; neither could create them. Naruto lost them as his battles with Kaguya and Sasuke went on, leaving just Hagoromo and Hamura.

Since they were born with Kaguya's power, it is possible that they could re-create them but it is impossible to say for sure.

The only thing I disagree with in your post is that Naruto can't create them. Why shouldn't he be able? Nobody except Kaguya has displayed it, sure, but he has all the requirements: the 5 Natures, Yin-Yang Release and Rikudou Senjutsu.

If you're going to ask: ''how is he any different than Obito or Madara, who also had the opportunity", well he is, since he got his power directly from Hagoromo.

This is correct, and as Michael's been posting lately. Naruto was able to create one combined with Rasenshuriken with his Ashura avatar and "All the Natural energy that was available"

Nope. It's impossible. Kishi would never allow him to and he won't. We don't even know the details of the TSB.
It's name hints at some lore involving it so we cannot make assumptions.
