its a completely different stage of Rennigan than Madara's. also when did Madara deactivate his rennigan? other then when he became human again when he was brought back to the prime of his life he never activated the Rennigan, actually we've never seen the Rennigan Deactivated by any of its users. have we?

I don't think so. Using that eye has to require chakra and his eyes are closed. Sasuke's visual prowess has always been part of his arrogance. He would be showing that eye off if he could.

i figured when it comes to the rennigan since it takes the Chakara of an Uzumaki [as in a crap ton] to Properly use it and when Sasuke got his Rennigan [which is probably the final stage of the Rennigan] it probably pulls about almost as much Chakara as two regualr Rennigan would.

When Nagato was younger he deactivated his eyes.
