He needs them for the RSM chakra mode. But not to have six paths senjutsu itself, Hagoromo naturally has it and blessed Naruto with it. No bijuu required. Only for the chakra mode.

6paths senjutsu originates from the tailed beasts chakra his mother had and passed it on. 6 paths sage mode gives the senjustu. One can't exist without the other.
