As much as this idea leaves a BAD, near impossible insipid taste in my mouth that my favourite character would somehow lead the 'will of fire' touting baboons, the chances of this happening are very large. The manga is creating parallels between Madara and Sasuke. Madara was rejected as a Hokage and his Clan eradicated through Konoha's skewed policies. Now, Konoha has a chance to redeem itself by not alienating the only surviving Uchiha who was pushed into this by Konohan political establishment.
Naruto, knowing the truth, already realizes Sasuke's anguish and knows that his whole reason to detest Konoha lies in the massacre. If the control is given to the clan that lost it and became a target for heinous politics, it redeems Konoha. People should stop throwing around rubbish about forgiveness when people like Gaara slaughtered others just for fun, yet now he is perched on a cushion under his ass right on the Kazekage seat.
If it doesn't go this way, then I'll be surprised. As far as the actual merits go, then Sasuke has more merits than Naruto for a Hokage seat on intelligence and clever tactician qualities alone.
