There is a difference between healing and regeneration. Byakugou uses the latter; the problem here isn't how Rasenshuriken damages, but how much damage it does. We know that FRS creates countless needle like blades that cuts at a cellular level but that's fine, because Byakugou is cellular regeneration.

The issue revolves around not knowing the regen limit of Byakugou. We don't even have a rough idea of the ratio of chakra consumption to healing. We've never seen a "full" Byakugou deal with that level of injury (except maybe the Ethereal Transmission).

That can be revised by the databook though, she's talking about healing a third party and not herself becuase in fact Creation Rebirth & or the Strength Of A Hundred Tech can regenerate or recreate anything in the body on a celluar level. Now she cannot heal herself from the Rasenshuriken if it destroys her brain (in my opinion) but if her face is just damaged or if it's a simple cosmetic energy then she can heal herself.

She regenerates by stimulating cells with chakra, If chakra tubes are detached from cells she can no longer stimulate them cells with chakra, Thus no regeneration.

Katsuyu could put her back together but wasn't needed, and Katsuyu uses tsunades power not her own
