Can Rock Lee become powerfull like Raikage?

i konw that lee know just taijutsu,but i think that this taijustu can be more better,ofcourse that lee dont have lighting style,but in his style,can lee become finally a powerfull shinobi such as Raikage?

Lee Trains and pushes himself Far far far more naruto, yet he has achieved so much less, He should be Jonin easily by now, In the chunin exams he would've stomped most chunin level shinobi.
