Can rinnengan users use izanagi without going blind

I just remembered that I saw in a chapter and I totally forgot which one and they said that rinnengan users could use IZANAGI without going blind so does that mean that tobi can use izanagi Too

Creation of all things (the rinnegan counterpart) uses the rinnegan and I don't think you go blind but izanagi is a sharingan tech so if you use it with a sharingan you use your light, you can't use Izanagi with a rinnegan.

madara was the only person to evolve from the sharingan to rinnegan so we cant conclude any rinnegan user besides madara has any sharingan techs
