well this might sound funny but can 4th raikage make clones?

He can but it doesn't suit his fighting style.Clones are one of the most basic techs for a ninja and he's a kage.He should be able to do it.

Lee and Guy are clones.

If he did make clones they would still have more chakra than a jonin ninja and with lightning release armor be tougher aswell. Since he has bijuu level chakra reserves he could make 100 and still have more than a jonin ninja and damn that would be scary 100 of him zipping around with lightning armor.

Now that he has lost his arm, not likely, though before it was probable. Either way it he doesn't seem to be the type to use it; it doesn't fit his fighting style.

Probably but I doubt they would be as strong as the raikage himself. Probs slower and weaker so there would b no point.
