A rensengan is just chakra so its effects on whatever it is you apply it to depends on the amount put into.
The fuuton element adds incredible piercing damage.The highest amount out of all elements.

So you can assume the fuuton's power to pierce would also be dictated by how much chakra it is enveloping/working in conjunction with.

None of the resen shuriken we seen so far wouldn't damage the PS.

However,if the one naruto is making turns out to be as big as we all think it might be then there is hope for it to do some damage

I doubt it,PS was able to tank a full powered 100% Kyuubi TBB, so a powered up Rasen Shuriken would only do minor to moderate damage.

Rasenshuriken can't even cut Kakuzu in two and has shown no feats towards busting defensive techniques> iron skin so I am gonna say no it can't bust PS.
