If you want to use a ninken actively in a battle: yes.

If you just want to add a dog or any other pet to your bio purely for cosmetic purposes: no. It's not forbidden to add just animals to your bio, however they can't be used for anything. If you want to fight with a dog then you need to make an Inuzuka bio.
