Nope. Sasuke could touch TSBs after gaining the Sage's power and so could Madara and Naruto. If it's a jutsu, I don't believe it takes a physical form beyond the Rinnegan, so if the TSB can't chew through the Rinnegan it isn't stopping the jutsu.
Madara and Naruto had senjutsu (rikudou senjutsu) of their own, and even had their own truth seeking balls. That is why they could touch the balls. It is not because of having rikudou chakara alone.
In other words, Sasuke can't actually touch them. He was able to stand on Naruto's truth seeking balls as a platform because Naruto let him do it. The truth seeking balls' abilities are based on the will of the user, so if Naruto wants to let a friend touch the balls (and not have that friend get destroyed) then he can. In other words, even Sakura would be able to stand on the platform.
Evidence of what I'm saying comes in 3 forms.
1. When Obito first became the juubi jinchuuriki, his balls did not negate ninjutsu (because Obito was in that mindless state). The balls didn't start to negate ninjutsu until Obito became sapient again and started willingly negating ninjutsu. This shows that the balls' abilities are based on the conscious will of the user.
2. In VOTE 2 Sasuke's susanoo arrows got negated by Naruto's balls. I know it didn't seem that way since in the manga we just see the balls and the arrows collide in an explosion, but later, we actually see that Naruto still has his be truth seeking balls. This indicates that Naruto's balls did in fact negate the arrows, and that the attacks didn't just mutually destroy each other. Since Sasuke has rikudou chakara, this in turn implies that rikudou chakara is not the same as senjutsu, and that it doesn't make you immune to being destroyed by truth seeking balls.
3. Hagoromo let Naruto and Sasuke touch his truth seeking ball staff when he gave them their powerups and neither of them had rikudou chakara prior to that powerup. This reiterates my point that the user of truth seeking balls can choose to let people touch them.

Bonus proof:
Tobirama once straight up grabbed Obito's truth seeking ball and slammed it back into him. Tobirama didn't have rikudou chakara or senjutsu. This further proves that the user has to be focused on specifically destroying the target for the balls' destructive property to work. In this case, Obito was focused on Naruto, Sasuke and Minato (not Tobirama), so Tobirama didn't get destroyed.
Madara's balls even hit Minato straight in the back and he didn't get destroyed. Minato wasn't in SM at the time and he never had rikudou chakara.
