can obito use the juubi on his own?

okay recent chapter showed obito is the jinjuriki of the juubi
madara activated it i guess?
so can obito use it if he like to?

If juubi was in control , why would it be able to focus his power now it is in Obito's body ?
i think the beast would be weaker with Obito's body than with his own body.
Obito have made the seals to be the jinchuriki of juubi.
