That he can control the Mazo w/o the Rinnegan. You still need Rinnegan to summon it, nor does that translate into "you can use the Six Paths Jutsu without the Rinnegan." Which is a dumb idea to begin with.

As said above, you simply cannot use the six path techniques without two Rinnegan or a tomoe Rinnegan. Having Hashirama's cells allows you the life force to control the statue, but that's it. You can't even summon it without the former requirements.
