You need the scroll that Kabuto has in order to do the Edo Tensei. But if he really wanted to use the Edo tensei he should easily teleport to Kabuto and take it.

@all posters, Unlike the edos...obito need his chakra since it is limited and such can't waste time doing those chakra consuming justu.

NB: he has to bring madara back to life and also contain the juubi, that aint no easy task
