Sharingan jutsu can only be implanted for one-time usage only and the jutsu would be activated either after a certain time limit (Madara's Izanagi) or after meeting specific condition (Sasuke facing Tobi activated Itachi's Amaterasu).

Probably like Itachi, Obito can give Sasuke Kamui but he can only use it once.

Sasuke's Amaterasu is his own power, Itachi never gave him.
