the thing that makes sasuke always beat naruto is the fact that naruto does not want to hurt him. Sasuke however goes all out. I believe that if naruto goes all out (like how hashirama looked at as madara was an enemy and not a friend), naruto will just beat him. As long as naruto keeps having pity for sasuke, sasuke will always be the winner of their fights.)

Basically what people have already stated in here, Naruto holds back just like Hashirama, and if he were to suddenly decide Sasuke doesn't deserve to live he'd just flat out wreck him.
